  Projects for jobs creation: role of Bureaucracy (in context of Bharat & in particular the UT of J&K) Lalit K Kaul This is an attempt to analyze why generally there is an inordinate delay in the completion of projects and also does it imply any change in the work ethos if claims are made for early/in time completion of the same.                                                                              गरीब हूँ ,  इंसान हूँ ,  जानवर नहीं                                                                                                                                                                 ललित कुमार कौल  मैं   गरीब हूँ, मेरा परिवार गरीब है , यह मैं  जानता हूँ ! दुःख की बात यह है कि मेरी ग़ुरबत पर पिछले 70 सालों से सियासत की जा रही है ! इन सियासतदानों से मैं यह कहना चाहता हूँ कि मैं दिमाग से, हुनर से और विद्या से गरीब नहीं हूँ, अपितु धन से गरीब हूँ! धन से गरीब होते हुए भी मैं भिखारी या बेईमान नहीं हूँ , ऐसा मेरा चरित्र है आधुनिक सभ्यता के ठेकेदारों ने मुझे दिमाग से गरीब घोषित कर दिया , मुझे अपने अधीन करके मेरे शोषण का सिलसिला शुरू किया ; यह तय हुआ कि आधुनिक सभ्यता की प्रगति में मैं मानसिक रूप से  निष्क्रिय रहते हुए सिर्फ शारीरिक बल के भरोसे योगदान  दे सकता हूँ ! लेकिन मैं तो इंसान हूँ और इसलिए मानसिक शक्तियों  का मुझमें होना कुदरती है और इन्हीं  के आधार पर मैं पिछले 70 सालों से अपनी विद्या को बचाते हुए,

What has been ailing J&K society is also explained, as per author’s perception and how possibly the State needs to be governed is also suggested.
