Can there be a better way of civilized living? Absolutely Not. However, what's to be borne in mind is that a treaty between two unequal is tantamount to the surrender of a weaker party to the stronger one. And history is the witness to this fact. There continued to be an unspoken and unwritten treaty of coexistence between the Muslims and Pandits in Kashmir, despite institutionalized discriminations against the latter.
