Why did Punjab CM
report to Priyanka Wadra on security arrangements for PM’s trip?
Lalit K Kaul
Dr. Sambit Patra, the BJP spokesman,
for the sake of public consumption, expressed his astonishment/bewilderment at
the fact of Punjab CM having briefed Priyanka Wadra on the security
arrangements put in place for the PM, Sri Narendra Modi, trip to his border
State. He went on to question the Constitutional status of Priyanka Wadra that
necessitated keeping her in loop about the security details of the PM’s visit.
The question(s) that he put to the Sonia Congress did not betray his ignorance
about the way the Congress Monolith functions, but true to being a politician
did not do straight talk about the reasons for the security lapse- engineered
by the Sonia Congress- that the PM had to experience at a place that is hardly
15 to 20 Km from the Indo Pak border.
It is fundamental to Congress way of
functioning that it does not honour the Constitution of India and its own too
as the authority that dictates the parameters within which the Indian democracy
and associated institutions have to function; added to this fact of Congress
existence is that the High Command is supreme- no matter how defunct
politically and intellectually- and every Congress CM is obligated to report to
it. The High Command is above Constitution and country’s interests. Therefore
the Punjab CM had no option but to report to Priyanka Wadra, but there can be
other reasons too in the context of the PM incident which shall be enumerated
in the sequel.
The Assassinations of Smt. Indira
Gandhi and Sri Rajiv Gandhi:
If what our PM experienced has to be
understood in the historical context, then one need to go back and figure out
the reason(s) for the two successive assassinations and based on the available
circumstantial evidences for the both, finger of suspicion pointed towards
whom.
During Indira Gandhi’s time the
Italian companies were not getting a foothold, as they desired, in India even
when an Italian was a member of the ruling family. The Italian mafia is known
for its notoriety.
Late Sri Ram Jethmalani while
appearing as defense counsel for the accused in the Indira Gandhi assassination
case asked few questions that have not been answered till date; one of them
was: who informed the assassins that Smt. Indira Gandhi would not be wearing
bullet proof jacket on that morning when she was to give interview to a foreign
daily? As per the newspaper reports of those times, Sri Rajiv Gandhi was in
Calcutta on that fateful day; Ms. Pupul Jayakar had had a sitting with Mrs. Gandhi
for her biography, the previous night; the only family members present in the
household were Mrs. Sonia Gandhi and her two kids – Rahul and Priyanka.
As per the reports, it was in public
domain that Smt. Indira Gandhi would consult Mrs. Sonia Gandhi insofar as her
dressing up for the day was concerned. So, the only person who knew that Indira
ji was not wearing bullet proof jacket was none other than her daughter –in –
law who had, by birth, Italian connect. It is an acknowledged fact that
shooting somebody in head is too risky and uncertainty about achieving the
desired goal is too high and therefore it is preferred to shoot at the chest
for sure shot results. Therefore not wearing a bullet proof jacket was to be a
prior condition, if the goals had to be achieved.
The above circumstantial evidence
point finger of suspicion in which direction, it’s for the readers to
contemplate.
Immediately post assassination Rajiv
Gandhi was installed as the PM without even summoning a CWC meeting! The reason
given was that emergency situation had emerged and therefore for protecting
Indian integrity it became imperative to declare the new PM as soon as
possible. Was it to protect India or some individual? The finger of suspicion
points to the latter.
The assassination of Rajiv Gandhi in
TN election campaign was pre designed as the blame could be easily put on the
LTTE for the same. In fact the way the security guards were indoctrinated to
assassinate Smt. Indira Gandhi in the background of Operation Blue Star
similarly some of the LTTE sympathizers were indoctrinated to assassinate Rajiv
Gandhi in the background of his LTTE fiasco. What is intriguing is that on
every day except the one which consumed life of Rajiv Gandhi by employing human
bomb, Smt. Sonia Gandhi always accompanied him on his rallies. Nobody has cared
to seek answers for the question: Why and how Rajiv Gandhi broke security
cordon to allow free access to the spectators who had assembled to see him?
But, immediately LTTE was declared to be the culprit and some One Eyed Jack was
arrested.
However, what makes the most tragic
incident intriguing is that Smt. Sonia Gandhi and Priyanka Wadra appealed for
release of the assassins of Rajiv Gandhi who had been handed over life
imprisonment. Two PMs had been assassinated then why in one case Death Penalty
and in another Life Imprisonment! Why a family of the murdered one would appeal
for release of the murderers? However it may be interesting to reason out why
Rajiv Gandhi was eliminated. He could not get any worthwhile contracts for
Italian companies and the only one he wanted to get in to Indian market turned
out to be a scandal as the following note indicates:
"(In
1985) Vincent George (private secretary to Prime Minister Rajiv Gandhi) told me
that the prime minister had cleared my application for the fertiliser plant,
and I could now proceed Soon, plant specifications were ready, and competitive
quotes were solicited for the equipment. Several manufacturers responded. One
of them was Snamprogetti, an Italian firm. Snamprogetti's tender was about $35
million more than the other offers. I also believed that their equipment was
not the best in technological terms. However, strenuous efforts were made to
ensure that I purchased it (from Snamprogetti). Ottavio Quattrocchi, their
representative in India, told me that the prime minister wanted this technology
used. The Minister of State for Fertilisers (R. Prabhu) also strongly urged
that we buy Snamprogetti's machinery, and said the government was keen that we
do so. I explained the cost and the technical problems to both Quattrocchi and
the minister, but they persisted. So, I went to see the prime minister, and
told him what was going on. He said I should buy the best and the cheapest, and
ignore everything else. Different signals reached me from elsewhere. I was
getting nowhere with the ministry. Personal meetings with Rajiv were fruitless.
He merely repeated what he had said before but, obviously, the same message was
not going out to the fertiliser officials--whose approval was necessary before
(the) equipment could be bought. In 1988, the licence for this project was up
for renewal. Such extensions are usually automatically granted. The three other
fertiliser-manufacturers, who had all purchased Snamprogetti equipment, had
their permits renewed. Without prior notification, mine was cancelled, and
promptly given elsewhere" - Swraj
Paul, Beyond Boundaries: A Memoir, 1998
However
post globalization and liberalization the FDI became order of the day and
Italians too found some ground in the Indian economy; thanks to Sri P V
Narsimha Rao who occupied the Chair of PM at a time when India had to mortgage
her gold to keep economy going.
China CCP and Sri Narendra Modi:
Sonia
Gandhi, as Congress President, signed a pact with CCP in presence of slave PM
Manmohan Singh and then aspiring PM Rahul Gandhi. The Defence Minister, Sri A K
Antony, during de facto rule by Sonia Gandhi (as the PM) declared in the
Parliament that India was no match for the might of China and hence there was
no need to build infrastructure along LAC; this resulted in China slowly but
surely eating in to the legitimate Indian Territory. The Communists rejoiced
while Sonia kept her agreement intact with the CCP.
Modi
ji changed all that and not only gave full powers to the Indian Military to
decide upon the matters related to defence of Indian boundaries, but also
initiated infrastructure development along the LAC. The way Indian forces stood
up to the bully China and the way Pakistan was shown her place in South Asia
including the infrastructure development along LOC and full throttled
elimination of Pak sponsored terrorists in J&K, unnerved the pay cheque
holders of China and Pakistan.
That
India was emerging as a Nation worthy of respect and recognition in the Comity
of Nations and the US, the UK, Japan, France and most of the ASEAN countries
had stood by India against China as they believed that if any Nation could
counter China it was India as she shared a long border with China. This
confidence in the capability of Indian political leadership and Indian Military
was due to the response of India to China in Ladakh region and Bhutan.
Those
who had signed a pact with CCP and those who had rejoiced at the Chinese
aggression of 1962 against their mother country India, Modi ji’s initiatives in
regard to China that made her stature less inflated was intolerable for their
agents.
What
added to their discomfort was that in addition to gaining in International
Stature, Modi ji had also become too popular and a symbol of Indian honour and
integrity and therefore difficult to be dislodged from power in the ensuing
elections in 2024. The only way to dislodge Modi ji was to dislodge him from
his life. Hence the whole country was the witness to the sordid incident in
Punjab in an area very close to the Indo Pak border. Else, can anybody explain
why no protocol related to the PM’s visit was honoured? Why the CM, the Chief
Secretary and the DGP were not in attendance for PM’s programme in Punjab? One
may say that CM was preoccupied with State issues, but what Chief Secretary and
the DGP were busy with that they broke the protocol that is followed on the
PM’s visit to a State? The situation is similar to: Rajiv Gandhi in Calcutta;
only Sonia Gandhi present in Indira ji’s residence and Sonia not accompanying
Rajiv Gandhi on the fateful day when he was assassinated.
Why did Punjab PM report to Priyanka Wadra:
It
couldn’t have been simple reporting, but an act of interrogation to find out
from the Punjab PM the reasons that failed the planned intrigue. Who developed
the cold feet in the whole chain? Why the plan was abandoned? If and when could
the intrigue be repeated before 2024?
The
Punjab CM couldn’t have been explicit in his government’s report to the Home
Ministry, on the incident because that would expose the conspiracy he was a
party to.
So,
Dr. Sambit Patra, you, as a party spokesman, should know it better than anybody
else and not confuse people with constitutional complexities.
